Migration, Refugees and Citizenship Canada Calgary PR Consultanare creating two new Canadian Permanent Residence (PR) programs -- the Child Home Care Provider and Residence Support Worker Pilots-- which will provide facilitated gain access to the PR for foreign caregivers and entitled family members.
Along with the new pilots, which are set to start later in 2019, Migration, Refugees and Citizenship Canada (IRCC) announced a three-month Interim Pathway for Caregivers that will be accessible to applicants between March 4 and June 4, 2019.
Declared on February 3, these latest five-year pilots are intended to give caregivers with higher overall flexibility to shift jobs quickly and create the likelihood for accompanying their loved ones to get open work lets or study permits for Canada.

Interim Process for Caregivers Eligibility
The Interim Pathway for Caregivers will open temporarily for caregivers who have gathered job history in Canada since November 30, 2014, as a home daycare provider, home support member of staff or a combo of both whiles on a momentary work permit.

This pathway will be open to those who want to reside outside the house of Quebec and who:

  • Are authorized to work in Canada on a work permit other than a Live-in Caregiver Plan (LCP) work permit (at the time of applying);
  • Have acquired at a minimum one year of fully committed Canadian work experience in an eligible caregiver career, other than the housekeeper, since November 30, 2014;
  • Entitled caregiver occupation includes: House child care provider -- National Occupational Classification (NOC) Group 4411; and/or Residence support worker -- NOC Group 4412
  • Have a Canadian high school degree or diploma, or equivalent foreign abilities proven with an Educational Credential Assessment (ECA);
  • International credentials will require an ECA issued within five years ahead of the date of application by an approved organization -- that signifies that the other degree or diploma, certificate or credential is equivalent to a completed Canadian secondary school degree or diploma.
  • Have minimum effectiveness in English or France equivalent to a Canadian Language Benchmark (CLB) 5 for all four dialect skills (reading, writing, communicating in and listening).
IRCC says that individuals whose educational credential was obtained exterior Canada and who simply cannot obtain an ECA prior to Interim Pathway for Caregivers close on June 4, 2019, are still entitled if they provide evidence that they have placed on getting an ECA. Evidence includes written confirmation from the agency that they have submitted a request for an ECA and/or sales receipt of payment.
